So I have no other reference.
迷う can mean hesitation, bewilderment, doubt etc
鳩 pigeon or dove.

Table of contents of what? There's always context - I presume this book didn't fall out of the sky and the word 迷い鳩 is not the only readable part.
It may be a reference to 迷子, who knows. Normally titles and similar are the last translated for a reason. Read the part of the text it refers to and it will probably become obvious.
