I've re-checked the usage of にしても just in case, but it still doesn't make sense to me? I'm not sure which usage is this? #1 or #2?

What's the point of にしても here then? Why not just write: TPPにも、地球温暖化対策にも反対のようだ"
Is it used for emphasis? As in "he's EVEN opposed to the TPP..."
